In 1918, he participated in the German Revolution and during the Spanish Civil War he was a leader of one of the International Brigades. He played an important role in East Germany in the early years after World War II. Prior to the proclamation of an East German state, he was chairman of the German Economic Commission, the predecessor of the future East German government; afterwards chairman of the National Planning Commission of East Germany and a deputy chairman of the East German Council of Ministers. He led diverse ministries at different times. In East Germany's ruling Socialist Unity Party (SED), he was a member of the party's CC Politburo. Rau was born in Feuerbach, now a part of Stuttgart, in the German Kingdom of Wurttemberg, as son of a peasant who later became a factory worker. He grew up in the close-by city of Zuffenhausen (now also a part of Stuttgart). After he had finished school in spring 1913, he started working as a press operator at a shoe factory.
