It cannot be assumed, however, that she was actuated solely by the design of sowing the seeds of fresh discord between the missionaries. She and her council were apparently in search of some trustworthy test to distinguish loyal and disloyal priests, and she probably hoped, as James I. At one time after her hoped, that the Pope might be induced to prohibit under censures any attempts at insurrection.
