Browning, of Garrett County: The Commissioners of Fisheries of Maryland for 1892 and 1893 Sir: We have the honor to submit, herewith, our report on the Fish and Fisheries of Maryland, and of the work accomplished by us, for the two years of our administration, ending December 31, 1893, as required by Section 87, Article XXXIX, of the Code of Maryland, with such suggestions as have presented themselves to us, in the performance of the duties prescribed by the act of 1876, chapter 47, as amended by chapter 497, of the session of 1888, for the protection and propagation of food-fishes in the waters of this State, as the result of that observation and experience. The question of fish propagation and culture, until the last decade or two, received but little attention, except in a few States, when a movement was inaugurated by Congress in the passage of a resolution, which was approved February 9, 1871 (16 Stats., 593), establishing the United States Fish Commission, the primary object of which was simply for the purpose of "ascertaining whether any and what diminution in the number of the food-fishes of the coast and the lakes of the United States had taken place; and if so, to what causes the same is due; and also whether any and what protective, prohibitory, or precautionary measures should be adopted in the premises." (See Section 4396 of the Revised Statutes of the United States.) This investigation was made under the supervision and direction of Professor Spencer F.
