D. 1822 Minutes of Proceedings of the Court of Enquiry into the official conduct of Capt. Isaac Hull, as Commandant of the United States' Navy-Yard at Charlestown, in the State of Massachusetts, convened at the Navy-Yard in said Charlestown, on the 12th day of August, A. D. 1822, in obedience to orders of the Secretary of the Navy, under date of the 31st of July, A. D. 1822, appointing Capt. John Rodgers President, and Capt. Isaac Chauncey and Capt. Charles Morris, esquires, members of said Court of Enquiry, as appears by said orders hereunto annexed marked A. George Sullivan, of Boston, being appointed by the Court to officiate as Judge Advocate, pursuant to the authorization of the Secretary of the Navy, as appears by said orders and the letter of appointment from John Rodgers, President of said Court, hereto annexed marked B. and having accepted that appointment, the aforesaid members of the Court and the Judge Advocate assembled at the Navy-Yard in Charlestown, at 11 of the clock, A. M. on the said 12th day of August, A. D. 1822, when and where the said orders having been read, Capt. Isaac Hull being then and there present, was asked if he had any objection to either of the members of said Court, he declared that he had none; whereupon the oath prescribed by the statute of Congress for members of Courts of Enquiry, was administered by the Judge Advocate to the members of the Court, and then the President of the Court administered the oath prescribed by the statute of Congress for persons officiating as Judge Advocate in Courts of Enquiry, to the said George Sullivan. The Court room was then cleared, and the Court having deliberated on the course of proceeding, determined that the following standing interrogatories should be proposed to the witnesses, severally, in the absence of all others.
