The positive parties were Schley's Flying Squadron, then a resting one at Hampton Roads; Sampson's Blockading Fleet, off Havana; and Admiral Cervera's Cape Verde Squadron, so called because at the outbreak of hostilities the Spanish ships constituting that squadron were at the Cape Verde Islands. The possibilities were Admiral Camara's fleet at Cadiz and Admiral Villamil's squadron, concerning whose exact location there existed much doubt.
