It is not supposed by the author that a full statement of the philosophy of this crisis can be embodied in a brief publication; but it is believed that leading principles, being recognized, even though briefly and imperfectly stated, the whole subject may be more easily comprehended and acted on. The first part was so entirely impersonal, that the author's name seemed immaterial. It being necessary, in the part now added, to treat somewhat of the actors in the history which we are making, remaining anonymous would, perhaps, not be entirely justifiable.
