Four thousand eight hundred miles selected by the legislature and approved by the people. To be improved with the proceeds of the bond issue, under state control and to be maintained by the state from the automobile fees collected by the state. (eight hundred miles to be improved by federal aid as outlined in paragraph above.) Eleven thousand two hundred miles selected by the county boards with approval of the state highway commission, to be improved by joint expenditure of the state and the county and that portion that is of permanent construction {to be maintained forever by the state.
