I would like to ask the members of the press to clear the area so that we can begin the hearing. Before I open the hearing officially, I would like to apologize for our colleagues in the House. This is one of the problems that we have in terms of our own scheduling. They have five back-to-back votes which were unscheduled but which have now started on the House side. So the House members of the committee will be joining us just as soon as the last of those votes is completed. They will be coming back in, but it will be 'ust a few minutes before those votes are completed and before they re able to join us.
