Over the last couple of years, the amount authorized for umta has increased significantly. Today, we have legislation be fore this committee that provides for over $15 billion in new authorization. I am sure we will hear testimony that this is not nearly enough to provide decent transportation facilities now or in the future. My concern, and I think the concern of everyone on the committee and in the Congress, should be to ask how these funds are being and will be used.
