He declared himself utterly unable to see how conversations could be profitably initiated, and could see nothing acceptable in the present proposals. What is the use of entering upon conversations when Germany is going to demand the return of her colonies? Here is a point on which there can be no misunderstanding. Clemenceau in the Senate, in the course of which he said: There can be no victory unless the criminals pay fully for-their terrible crimes.
