But the fact that the Cabinet has the extraordinary power by mere order-in-counci'l to reduce the tarid from the general to the intermediate rate without reference to Parliament, and the further fact that the Government has no 'tari Board for expert reference, such as exists in the United {states and other countries, unite to make Canadian business men peculiarly sensitive to the mere possibilities of the situation. This feel ing of apprehension on the part of Canadian industry is given a further show of reason by the provisional character of present trade agreements and by the traditional leaning on the part of the Government towards a lower tariff, which its' recent trade negotiations confirm.
