Abstract: Abstract of dissertation entitled Optimization of Traffic Flows in Road Tunnels between Shatin and Metropolitan Area Submitted by Ho Kwok Hung Patrick for the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in June 2004 Optimization of traffic flows in the road tunnels between Shatin and the metropolitan area will improve the welfare of the society as a whole. Instead of dealing with traffic congestion in general, the intention is to achieve this through no additional cost on infrastructure but the re-distribution of traffic to minimize overloading or under-utilization of tunnels. Benefits should be achieved through this optimization. In this dissertation, the existing situation and problems of over loading and under- utilization of the tunnels between Shatin and the metropolitan area are firstly identified. This dissertation then discusses various options to re-distribute traffic to optimize the condition, taking into account tunnel capacities and employing economic and financial analyses including an analysis of external costs and benefits, the Government policies and objectives, the relevant Ordinances of build-operate-transfer (BOT) projects, commercial principles of the private sector and the competing facilities between the Government and BOT tunnels. The dissertation concludes that in addition to location and alignment, tunnel tolls also play an important role in route choice because they affect the overall travel costs. Imposing taxes or higher tolls on congested tunnels or lower tolls or toll subsidies to less congested tunnels can redistribute traffic to an optimum level and the welfare of the society as a whole can improve.
