It may be added that in order to enforce observance of the laws and customs of land warfare, the Hague Convention of 19073 has introduced a special that when all the belligerents are parties to the convention they will be liable to pay compensation, if the case demands, for violating the regulations respecting those laws and customs; and they are held responsible for all acts committed by members of their armed forces.
