While many people think of defunding solely as a model that proposes “taking away” resources from police, it is more constructively understood as one that advocates for returning funds to socially-based programs and resources that have been removed over decades of austerity-based economic and social policy. Defunding asks us to consider whether there are better, more effective options for addressing and intervening to address crime and social harm.While this report focuses primarily on police forces in the Halifax Regional Municipality, we recognize that people most vulnerable to policing often experience marginalization and violence at multiple sites and often have repeated contact with carceral systems throughout their lives.
