Defunding asks us to consider whether there are better, more effective options for addressing and intervening to address crime and social harm.While this report focuses primarily on police forces in the Halifax Regional Municipality, we recognize that people most vulnerable to policing often experience marginalization and violence at multiple sites and often have repeated contact with carceral systems throughout their lives.
