Description:This report considers progress made since the first review of Belarus by the UNECE Environmental Performance Reviews Programme, which was initiated by Environment Ministers at the second "Environment for Europe" Conference held in Lucerne, Switzerland, in 1993. This second review, which began in February 2004, was voluntary and requested by the country itself. It gives recommendations for improving environmental management to reduce pollution load, better integrate environmental policies into sectoral policies, and strengthen cooperation with the international community. Emphasis is on implementation, integration, financing, and the socio-economic interface with the environment and promotion of sustainable development, specifically compliance and enforcement mechanisms; information, public participation, and education; and environmental management in industry, energy, transport, agriculture, and ecotourism. Experts from Bulgaria, Estonia, Sweden, and the secretariats of the UN Economic Commission for Europe and the Organization for Economic Co-operation and Development were on the review team. Annexes feature a report on implementation after the first review, regional and global environmental agreements, data, and legislation. There is no index.
